If he isn't actively wishing to be noticed, other dogs will simply ignore him. They can be looking right at him but don't necessarily notice he's there.
This only works if he isn't physically making contact with them.
Dogs will notice noises he makes, but may or may not become aware of his presence because of them, depending on the noise.
If a dog becomes aware of his presence, they will remain aware of his presence until they forget about him or leave. 

Physical Strengths:
Very fast in short bursts.

Physical Weaknesses:
Terrible reflexes. Not used to having to react to others dogs going after him.
Very poor stamina.
Weak ankles.
Prone to fainting due to anemia

Personality:
Quill is a very reserved fellow. Having spent most of his life seeing but not being seen, he's very good at figuring dogs out, while at the same time quite bad at explaining himself. Constantly nervous that his friends have forgotten about him, and when they go too long without acknowledging him it upsets him. Can be rather needy at times.

Constantly forced to look to himself for stimulation, Quill has developed a bit of a nasty mean streak. If he takes a particular dislike to a dog, sometimes he'll follow them around, messing with them until they notice he's there.

History:
For a long time Quill wasn't aware of his 'ability'. His mother and siblings barely noticed him, and he grew up awkward and attention starved. It was only when he most desperately wished for them to notice him that they would. His family was convinced he just had a bad habit of wandering off.

A such he didn't get to participate in a lot of crucial puppyhood development, like play fights with siblings. He just mostly sat and watched.

Still doesn't quite have a handle on his 'ability'. He just knows dogs only seem notice him when he really wants them to.
